Yes. Accented and special characters are converted along with the rest, so á becomes Á and ç becomes Ç. The accent is preserved, only the case changes.
No. The conversion is applied to every letter without distinction, so a proper noun turned to lowercase stays lowercase. If you need the first letter of each word capitalized, that is a different operation from these three.
